Yes, definitely lapwings. They are the only birds with the crest like that, and the patterning is distinctive.
For the Golden Plovers, they have a cartoon-like face which I think is caused by the short bill and large eye. It's a general impression that gives them away. But I haven't been birding in Europe so I don't specifically know if there might be some other wader there looking similar (except American Golden Plover, which is a vagrant and hence wouldn't be in flocks like this).
American golden plover and Pacific golden plovers occasionally pop up as singletons in larger groups like these, but I'd be inclined to say these are just European golden plover (Pluvialis apricaria) indeed!
