I don't think it will be possible to identify this from this picture, it's too difficult to tell what is shadow and what is dark feathers. However I would consider Booted Eagle as a possibility.
Precisely, booted eagle is just what I tought inmediately after looking at the photo. Seeing that this opinion are the same than LD one, I think that the ID is much more probably.
