I'm not sure that these containers should be placed next to a garbage can (or 'rubbish bin' in the UK) but having the public vote on where finances should be directed is a brilliant idea. More and more zoos are sending out public surveys, or having voting options on future endeavors, and it will give visitors a sense of ownership in their local zoological garden. In the USA it is not uncommon for the major zoos to receive $10 million or more PER YEAR in public tax support and if folks are literally paying for the existence of a community zoo (whether they like it or not in some cases!) then there should be an option for those same individuals to decide on a handful of zoo projects. It seems that Dudley is using its Gift Aid donations in a positive way by allowing visitors choice in what happens with some of the money.
