I don't know why but I know I never saw them. I don't think they will return, the signs are gone.

Followup - would any of those species actually use the water? If not, what is the purpose of the underwater viewing?

Or maybe it was built to house another (as yet unkown) species and the lizards were just temporary fillers?

Well, the African Jacana like to walk on the water lilies, maybe it was for them.
