Is this a conceptual drawing for a new sea lion exhibit? Are they planning to build this (or already building it)?

@DavidBrown Columbus Zoo announced the new project last summer and so it is has been news for a while but I cannot recall the cost. Como Zoo is doing the exact same thing and both projects will make their debut in 2019. The Como Zoo pinniped complex is costing around $20 million.
