Catoctin Zoo - Grey-Armed Macaque

They had about 20+ of these guys in a tiny (compared to the size of the group) cage.
I'm really confused why this group has never spread to other zoos. Apparently they are in the fourth generation now and there is still ~20 of them. Considering they are a threatened species, shouldn't this have grabbed another zoo director's attention at some point?
 
@Coelacanth18 I'm pretty sure the group is extremely inbred at this point so I'd imagine this, on top of the fact that the population has always been relatively small with there being other endangered Asian primates to focus on, is the reason they've never spread out.
