The only signage stated that the species was Trochalopteron milnei, but it lacks the tawny-orange head of that species and there was a recognisable Red-tailed laughing thrush in the aviary. Is it a juvenile?

It's a red-winged laughing thrush, Garrulax formosus. Both this species (the red-winged) and Garrulax milnei (the red tailed) have both wings and tail red, and they're the only species of the genus Garrulax (laughing thrushes) with pure red colour in the plumage, but they are very easy to distinguish, overall by the head colours.
