@Jambo Most bald eagle exhibits, at least ones that I've seen, are open topped due to the fact the birds have lost the ability to fly. The reason why they were rescued and brought to a zoo in the first place.
 
Looks pretty good. Of course the open design limits them to ONLY exhibiting injured and flightless birds, but I suppose there are enough of them that they can always get one whenever the current one passes away.
 
There is a never-ending supply of injured Bald Eagles in the USA, to such an extent that on my recent 50-zoo road trip I saw a lot of zoos with two of the birds in an exhibit. Just going through Michigan and Wisconsin I would estimate that I saw at least 20 Bald Eagles in captivity.
 
I'm glad that the zoo is rescuing bald eagles from the wild however I'm disappointed that there exhibit isn't elevated and most importantly the eagles have to look up at the visitors and not down. This is definitely not my favorite exhibit in the world.
