Accordin to the comment of the person whose photo I used for identification of mine, the family Neriidae doesn't occur naturally in Europe, so they was intentionally or accidentally introduced in the Bush.
Zoos and botanical gardens often use insects for their greenhouse exhibits, just they don't announce them. Almost always the introduce them as predators or parasitoids of certain plant pests, not for show But I ignore if this cactus fly can have some utility for the Bush ecosystem... or if was introduced intentionally or not.
