This isn't a Black-bellied Plover, it's a golden-plover! It appears to be Pacific Golden-Plover, Pluvialis fulva, which would be extremely rare for Idaho! If you took this photo recently, you should consider reporting it to the birding community to confirm another record.
@Great Argus that being said, I have also seen this species in Florida of all places! Its appearance caused a bit of a stir among the local birders so I went down to see it for myself.
