With some additional internet searching, about 80%. It could possibly be Siganus corallinus, although in most specimens I'm seeing have a different spot pattern than this fish.
Also difference in youngsters from adults isn't really a different species factor... Look at Pomacanthus angels and Thalassoma wrasses.
