Mixed exhibits are often the most exciting ones for the visitors, I think, and hopefully also for the animals. But this sounds like a combination that has gone wrong.
I guess it may not be that strange if it does not work. Red pandas being pretty calm and docile creatures as far as I have understood, while small-clawed otters are extremely lively.
Strange thing if the zoo doesn´t do something about it.

there are elevated platforms that have the pandas food on and there are a number of trees for them to climb with interconnecting branches too. so the panda cant keep out of the way of the otters easily
@Mzungu agree with both of you guys, the otters may hinder the panda but on the other side he has space for its own and can finely live in the trees. A little competition makes it that the panda will never get bored. But if it’s to worse I would reconsider the mix. But I think the zoo understands the situation
