red tail hawk?

When was this photo taken? Looks like a Swainson's to me.

Without knowing location I would guess dark-morph Rough-legged Hawk.

Intermediate morph Swainson looks correct. Photo data list the photo as taken in July, which of correct would be good for Swainson and automatically eliminate Rough-legged hawk ( which I have never seen so rufous?)
