Tiger Exhibit

I think so. The exhibits are in a very narrow valley, and the walking path is steep enough some people might have an issue. At the top is a long escalator to take you onwards. However, I visited on the Chinese equivalent of Christmas Day so there was literally no-one around and lots of the exhibits were closed. There is a Safari Bus that usually runs.
 
How many tigers do they have in there ? I can see eleven on the photo are there more or did you get them all in.
 
@Arizona Docent after further consideration and looking at a map, I think this is just an access road. The safari tram stops at the bottom of the valley before this exhibit.
 
If you look at the geography it's slightly less so, the tiger exhibit (and bear enclosure below it) is in a valley or ravine of sorts and if you need a road there isn't really anywhere else it could go. (Although there is a road that separately accesses the top of the valley).
I think this is just one of those things that wouldn't have been built in the West.
