I'm not sure what is up with all of the caves and all of the low pools with top-down viewing in the aquarium, but I'm not a big fan of this mode of display.
Personally I do think it has something, wouldn't it be for the small tanks with no shelter for the animals. If there was to say a similar sized tank behind these rocks for the sharks in here, I think it wouldn't be that bad of an exhibit (although still shallow for the white-spotted bamboo sharks).
