I haven't seen either species (@lintworm has though) but I'm leaning more to Reed Cormorant, mostly based on the small crest. The two species are really similar but the Crowned Cormorant has a prominent crest and a shorter tail (in this photo I think the tail length probably cannot be accurately judged due to its angle). The Crowned Cormorant is strictly marine, but the Reed Cormorant can also be found on the coast.
@Chlidonias The crest should be a breeding plumage feature (just as the red face markings lacking here). The S-African field guide mentions reed cormorants are very rare on the coast, so I would go for Crowned Cormorant with question mark. The tail length seems right, but is hard to judge from this angle.
I know right @Chlidonias!? Off the top of my head I've got pretty close up Nazca booby photos that I could hopefully get around to posting. Although Ethiopia should be next! (which will also include a bunch of winged creatures!)
