@Great Argus I still think it's Steller's. This photo having a strange angle, I could very well be wrong, but in all the time I have studied and read about Sea eagles, Particularly the Steller's since its my favorite, It bears a close resemblance. Whats that feeling when you see something and it immediately comes to mind? I mean just look at it, its so similar. I bet If I saw this out of a car I would say it's a stellar's sea eagle, but then again, I might just be sounding stupid and my mind sounds like its going wonky.
 
@CheeseChameleon2007 I'm looking at a few things here. The amount of white in the secondaries is more than the majority of young Steller's and is more akin to Bald. The tail doesn't give me the wedge-shape of Steller's, but it's damaged so that's a bit of a moot point. However the bill is yellower than most Balds that age. I'm leaning Steller's more by comparing than a hunch, but I'm still not convinced quite yet.
