Falco is a pretty large genus, and I decided I could do it an easier way than just looking for images of each species. Come to think of it, It really does look like a saker falcon, it checks all the boxes, it's yellow patches surrounding the beak is a little too orange than yellow, but it could just simply be the lighting. Saker falcon seems like the right path so far.
@CheeseChameleon2007 At least two-thirds of Falco can be ruled out just by looking at the bird. It doesn't match all that many species.
I think it is Saker or part Saker, ZTL listing Saker is definitely helpful.
@CheeseChameleon2007 There indeed are some similar species, particularly Lanner Falcon. But any familiarity with Falco should allow you to not sort the whole genus. The biggest difficulty is dealing with hybrids. American Kestrel, Eurasian Hobby, Bat Falcon, Merlin, and others are easily ruled out.
