@ralph I'd say this is less than half of it. It seems that the budget was already spent on the bears and they had to come up with an inexpensive way to include the foxes.
@ralph As @Moebelle said, this is less than half of the enclosure. The just all happened to be in the one area, and because of the shape of it and people hanging about, I wasn't able to get a photo that showed the whole exhibit. It's definitely the worst part of this area.
Moebelle, is anything supposed to be in the building the foxes are against? I walked through it but it felt like a lot of it was empty or something, really strange.
