Grizzly Bear Underwater Viewing - August 2021

From what I could tell from previous videos of the polar bear habitat, the water used to go all the way to the top of the glass.
I'm honestly of the mind that the zoo should take in a rescued polar bear cub much like Kali at Saint Louis, and maybe have him rotate with another set of grizzly bears once Betty inevitably passes on. That said, would this still meet the standards for holding polar bears, even if it was a single individual? It looks large enough for a single polar bear, definitely so for three active grizzly bears.
