It would seem like the giraffes only utilize a small part of there exhibit. I can imagine this is due to the slope of the exhibit.
 
Yes, though the reason they are bunched up there is because cars can pull alongside to feed them. On busier days they have access to the yard behind them which leads to a feeding platform where walk-in visitors in Safari Village can feed them.
 
They rarely go all the way up to the feeding platform; I've only fed them once, and it took stopping by the area several times (a little annoying since it's the far end of the walking area). Last time I brought the lettuce home for the dogs :)
