It's definitely a functional aesthetic, and ideally you could design enclosures that better highlight the beautiful landscape. I do like how they incorporated the bluffs for the animals to climb. Maybe one day the facility will get funding for a redesign, but for now it's a very small public facility that doesn't charge an admission fee - so presumably they worked with what resources they had.
