It's fascinating that a brand-new aquarium, costing $45 million to build, would create a typical North American River Otter exhibit that has been done several dozen times before. An all-indoor enclosure with perhaps only 25% natural substrate isn't exactly the way to go in the modern world of zoos and aquariums.
