Little Blue Penguins (Eudyptula minor)

DWA confuses me greatly, For an american facility which clearly doesn't lack any sort of funding, Truly has some atrocious enclosures!
How does this double-edged sword manage to acquire such rare and not-often-seen species like little penguins or shoebills?
The owner must have some sort of craving for odd little birds!
