I didnt say it is illegal now - I said it will be when the new legislation is enacted.
Just because they live in a cage most of the time, does not exempt them. The new legislation bans ALL tethering, at ALL times - without ANY exemptions..
This picture clearly shows the tethers as does your barn owl photo - so the bird is tied down.
Read the document and see... You could have commented on it if you wanted to, it was a public consultation.
