According to posts at the Laafsekikkers these new islands are the first structures for a future Japanese world called "The Land of the Rising Sun". Right now they are just used by birds and sometimes by the water buffaloes, which can go through a tunnel underneath the walkway from their paddock.
Genuinely qurious to see what this Japanese area will have to offer. Seeing the water buffaloes use the larger lake as well as that island has to be quite the sight!

@SivatheriumGuy The water buffaloes can't access all of the lake, just an area around one of the islands which is fenced off with wooden poles, see the picture below. I haven't however personally seen the water buffaloes out of their normal exhibit yet.

With regards to the Japanese world, the "Egg of the World" entrance area with elements referring to different current and future worlds featured some type of mountain or hill, so perhaps that will be part of the Japanese world. Presumably they will be moving at least their Japanese macaques to this area. But to my understanding it will not yet be developed until the South American monkey species currently living next to the Mersus Emergo have moved to the Sanctuary greenhouse, which I don't see happening until 2024.

During my visit I did see a group of Asian elephants swimming in one of the lakes - quite a sight for sure.
