@Great Argus I know my misidentification is terrible right now, but I’m wondering if this could also perhaps be a female black headed trogon?

Wouldn't female gartered have 'pied/barring' on the upper wing coverts and the outer tail feathers? I'm pretty sure black-headed seems to be a better fit, but happy to be corrected.

It's a Black-headed Trogon (blue eye-ring). Gartered Trogons have a bright yellow eye-ring in males and a white eye-ring in females.
