Common little ringed plover (Charadrius hiaticula)

crowned lapwing was signed but this one has a yellow beak

It looks extremely similar to a Common little ringed plover (Charadrius hiaticula), but those also don't really have a yellow beak. That's my best guess though
 
I think that Mr. Gharial and Philipine Eagle are both correct - this looks like an adult Common Ringed Plover (Charadrius hiaticula). The adults (at least during the summer breeding season) have a yellowish-orange bill with a black tip. This bird has the black tip on the its bill but you have to look closely to see it because of the shadow cast by the cage wire. The yellow portion of the bill is what we can see.
