I'm not trying to sound judgmental or trying to detract for this great picture, but this situation looks very dangerous for the keepers.
 
@Summer Tanager Pairi Daiza has frequently used free contact since they started keeping elephants. These two elephants are a former circus elephant (Gitana, the tailless one) and a former performing elephant (rides, events, filming - Suzy), so they are used to this system and so I think the risk would be lower.

That said, the EAZA has taken a position to phase out free contact by 2030, not sure what Pairi Daiza will do with that. They no longer do their more risky elephant behaviors and performances, like the bathing of their elephants in a themed area including walking them in areas with public, but their keepers still have free contact with at least their female elephants and Asian elephant calves.
