The Polar Bear exhibit was empty and I think the zoo had stopped with them then, although it would have been not that long before as I know someone who saw bears in there the year before.

The last Polar Bear in Köln was the female Vera. She left Köln at 22.05.2000. She goes to Rhenen in ther Nederlands and in 2006 to Kolind in Danmark. Her cub Victoria dies at 16.09.1999 in Köln.
