I found a blog post from Osaka Aquarium mentioning this fish, which refers to it as カサウオ, which could be a hint for a species identification - this name refers to both the species Liparis tanakae, as well as snailfishes more broadly. Regardless, I would suspect this fish is a member of genus Liparis. Unfortunately, as of my visit in April it is no longer on display.
