At the golf club of Shangri La Rasa Ria. May be an Asian Small Clawed or a Smooth Coated. The Golf Club apparently has both species. Aside from otters, the Golf Course also has kingfishers, various birds of prey, egrets, herons, water monitors and crocodiles.
