The case of the "lutra sumatra" in both Lembang and Cisarua feels more like an error rather than a deliberate misslabelling. These otters are often referred to simply as lutra in some instances, the species previous genus placement. Combined with probably the lack of proper knowledge of the actual lutra sumatra and also the lutrogale perspicillata themself as well name convenience probably resulted in this error.
