All the big cat exhibits at the Sanctuary look like this. Shaded areas, natural substrate, slightly small amount of space, and the occasional enrichment item like a concrete platform = nothing fancy, but they get the job done.
I visited a few months ago. The plantings in the enclosures are nice. I think with some more funding, this facility could have some awesome enclosures.
