Zoosiana - Southern Pochard?

That would be my guess as well, although this species isn't very common in the U.S.

It just dawned on my that Zoosiana is near the Pinola Avian Conservancy, which has a large collection of waterfowl including Southern Pochards! It's very possible that they could obtained this bird from the Pinola facility.
