Kansas city zoo aquarium, in entrance with crab
I'm pretty stumped on this one, but it may be a member of the Psychrolutidae. Whatever it is i'd wager that it is not kept often in aquaria.
 
This looks like one of the eastern gobbleguts (Vincentia novaehollandiae) that are kept in that tank, which are a species of cardinalfish. The tank you are referring to is actually in the penguin house and not the aquarium.
