The infamous 'Northernmost Penguin Zoo in the World' - built as part of Yukon Bay for practical (water treatment) reasons but clearly not fitting zoogeographically, meaning a backstory involving a crashed ship with a cargo of Black-footed Penguins has been created to make the point that they don't come from Canada! The Eastern Brown Pelicans are closer to fitting, but still a little out!

They're actually Peruvian Brown Pelicans, so the get-out-clause is needed for these as well! :D

I get what they are trying to do here, but for me the more effective solution would be to build it as a separate exhibit that was adjacent to the polar bear complex, but was accessed separately with a different (and appropriate) theme. A zoo themed as a zoo built in a wrecked container ship in Alaska is too far fetched even for me.

It wouldn't seem to have been impossible, certainly. Hannover does tend to like its new exhibits to be in big 'Theme Worlds' though - and with the African section shifting its attention more to Northern Africa they couldn't even fit the penguins in there. I liked it more than I expected to, actually.

She does get about! :D
