Interesting! While not at all naturalistic, the goldfish certainly seem to have enough space. Are these “art-gallery” exhibits only ever seen in East Asian zoos/aquariums?
@AndyJ08 it appears so. I do feel like some Asian aquaria, as opposed to Western or even fellow (newer and more established) Asian aquaria, emphasized more on the spectacle of the tanks/idea of the aquarium rather than their species. This somewhat explain SeaWorld management style.

I used to do the same thing as a child, prioritizing bright colors and interesting patterns in my aquariums. Now, my biotope-loving self would never do such a thing! At least the fish have enough space.
