This sign was right before you entered the Tibetan Village (coming of the kangaroos), even before the persian antelope enclosure. The zoo states on its website :
"Bei uns im Tierpark informiert am Standort der neuen Tibetbärenanlage eine großformatige Infotafel mit verschiedenen Darstellungen über die einzelnen Gehegeabschnitte."
Its quite steep there and I guess the enclosure to run all the way down into the Lausatian valley.
@Philipine eagle Thanks, I just found a future map of the zoo, whixh confirms that. Interestingly they plan to put snow leopards where the ibex are now. They also plan with a lemur forest and the small primate cages will be replaced by a big aviary/exhibit (with unknown inhabitants).
