This particular road has the advantage of having been built as part of the public road system but no longer being so - it's now only used for tourist and park staff vehicles, who make good use of a faster bit of road for getting about when there's something seen rather than the rougher tracks over most of the park.
Though the remaining public road that crosses the park is also holding up pretty well, to be fair.
The public road system is definitely notoriously bad in the rest of Karnataka. The (former and current) public roads in the Mysore side of the park seem to have been given more attention I believe due to the tourism in the area. The other portion of the park, located in the next district (Kodagu) had horrendously bad roads when I was there last.
