This should show that Phoenix is dedicated to elephants in some ways. In my opinion they should send the rhinos to another zoo, and once indu passes (which may be a couple years or so away), they should bull proof the habitats if they aren't already, renovate the barn with spacious stalls and sand flooring, and bring in a breeding or bachelor group.
