That is a female Swinhoe's Pheasant indeed! A male was around as well. With a hired car, which I did have, the national park is easily accessible. Driving in Taiwan was quite easy compared to Thailand ;P. With public transport the park is more difficult to reach, especially the higher altitudes. A room in the hotel within the park could easily be reserved in advance though email.
