The Living Coast - Axolotl signage

Who would import axolotls from Indonesia? These breed like mice and are already cheaply available at pet stores anywhere in the country...

From the zoo's Instagram (and Facebook):
"Recently, a shipment of these feathery-gilled amphibians was intercepted and seized by U.S. Fish and Wildlife Service officers at O’Hare Airport, not because they were illegal, but because of a clerical misstep that resulted in confiscation. Luckily, we were able to step in to help care for these critically endangered animals!"

I'm wondering if they are a specifically-bred type not in the USA. I found this article about breeding Axolotls in Indonesia which can take higher water temperatures and are in demand for export:

I find it weirdly endearing that Brookfield is repeatedly going out of their way to stress this is a clerical/paperwork error. It would be self-serving to twist this into a narrative about how they were rescued from wildlife trafficking, but they freely admit it was something more mundane.
