I believe (and don't quote me on this) that Japanese aquariums are now working more commonly with aquaria outside of the country, especially on deep sea fauna and marine mammals. Kansas City Zoo had to have gotten those armorheads from somewhere, right? This is a logical move to build relations between major Asian aquaria.
@Veno there is a local vendor who has been importing deep-sea species, mainly for private aquaria, for years, and are also the ones that have been supplying Sentosa's aquariums.
at 1.43.58 I think the gurnard is a Spiny red gurnard (Chelidonichthys spinosus) , not a Red Gurnard (Chelidonichthys cuculus)
at 1.43.26 you can see a second species of gurnard in the basket star tank. Not sure what species this is (it's really dark in there!), but the website mentions Chelidonichthys kumu
at 1.12.58 in this video, you can make out the signage for some sort of armoured sea robin, but I can't read the scientific name. If it's locally sourced, it should be Scalicus orientalis, but it may also come from Japan.
