Looks to me like a Kiso Horse, but despite these being used for farming, they were not a “working animal”. Nice to see the breed though, being (as most Japanese Breeds are now) incredibly rare.
I would say it is more likely a Ban'ei draft horse, as it appears to be much larger than a Kiso. Furthermore, there are only about 150 Kiso horses remaining in the province of the same name, which is far from Kyoto.
