I think you mean Pseudogoniistius nigripes. The signage for this species uses the name Cheilodactylus nigripes, a now-invalid name for the same species - the magpie perch is now not even considered to be in the same family as the true Cheilodactylus (2 species, both endemic to South Africa, and both on display at Tokyo Sea Life Park in their South Africa tank). Those two species, C. fasciatus and C. pixi, are now the sole members of Cheilodactylidae, and every other species formerly classified in it have been moved to Latridae.
