Well, there is actually no land above the water, but this is only a small part of the whole pool. If you look at the other pictures of the manatee house, you'll see that there is a lot more water, which is all usable for the manatees.(There is even more, not on the photos)
What you can see here is only the very deep part that also can be seen by underwater-viewing.
