Either way, I doubt they would have built this if the otters did not have to live there at least some of the year. So, although you accounted for privacy, I stand by what I say about it being (especially in winter) small, and lacking privacy and enrichment. Undoubtedly it is better than many otter houses, but that does not, in my eyes, make it good.
They can use also at winter the outdoors, they have planty of enrichment and they always stick together, tho they could use the cages in the back to hide from each other...
