I wonder how confused that penguin is right now!

Probably just as confused as I am.

Is this part of the zoo's protective clothing for visitors in the exhibit, or just this woman's idea of zoo fashion?

Is this a walk-through exhibit? How is she allowed to get so close to the penguin?

You clearly live in too warm a climate - November in Hamburg it's just protective clothing for leaving the house!

Have the 'bear' hats not made it to the cooler regions down under yet then? Pretty widespread female winter headgear option in Europe these days - I'm sure they'll reach the colonies eventually!

It is a huge cave (that is kept at 7° celsius) and you can walk in it. The penguins can't get on the visitors pathway, but they jump sometimes on the rocks at the edge of their exhibit.
So it is a kinda walk-through exhibit.
