Nor much of an enclosure. Doesn't Queensland, or the federal government, have any licensing system ?

I'm not sure the enclosure is that bad, this only shows a very small portion of it. This photo shows some more, and suggests that the fence may not need to be super strong as only holds an elderly bear: http://www.zoochat.com/87/cairns-wildlife-safari-reserve-trail-leading-127493/

I agree that it doesn't look like much of a barrier, but there also appears to be a wire running along the top and possibly through the fence. So the bear would probably get a shock if he tried to test the barrier.

it actually looks like there's about five electric fence wires running along the inside of the mesh fence.

Still not much of a fence though!

have a look at the South Lakes Zoo gallery in UK, built by the same guy (David Gill) the general enclosure design and construction is very similar. Very interesting to read the history of this (Cairns) zoo and its owners....
